For over a decade, the people of River Falls lived in peace. In all this time, there
was never a homeowners association and everyone was happy. Then, in 2000, Dr. Mark
Hayden purchased over 30 of the 54 lots in the neighborhood. Using a legal loophole,
he then formed a homeowners association and set himself up as its leader. Since
he owns a majority of the lots—and each lot gets one vote—he is in charge and can
do whatever he wants.
We’re not sure what he’s got against my parents. It may be that he didn’t like them
or it may simply be that he wants their land. But at some point, he reached the
conclusion that he wanted them out. Ever since then, he has been harassing them.
This harassment has come in various forms:
In 2006, he demanded $1500 for road work. And this was to pay for damage to the
road caused by the doctor himself! My parents are on a fixed-income and this is
a lot of money for them.
In 2007, he passed an anti-mobile home rule that forced my sister to have to move
away.
